    "content": "Mr. Temporary Deputy Chairman, I rise to propose an amendment to the amendment by the Minister. Mr. Temporary Deputy Chairman, Sir, I beg to move:- THAT, Clause 20(a)(y) be deleted. Mr. Temporary Deputy Chairman, Sir, my reason for doing so is this, we require a political parties Bill. There is no way the Executive can extend its hand through the taxman to fund political parties. What that would mean is that the people in power would be able to tilt the balance and receive money. Mr. Temporary Deputy Chairman, Sir, we are going to fund political parties using taxpayers' money. As a former taxman, I know that this would mean that a person who donates Kshs1 million would get a tax rebate of the tax payable. This amendment is not reducing the Minister's tax but increasing it."
