    "content": "Mr. Temporary Deputy Chairman, Sir, I beg to move:- THAT, the Bill be amended by deleting Clause 25. I am proposing this because it is in relation to the Capital Gains Tax. This tax, even though the Minister says that it is going to apply to the rich, our Committee beliefs that it is going to harm the poor. This is because it is the poor who rent houses. Once the price of houses goes up the poor will have to pay higher rents, because the rich will not absolve the higher cost of houses. Therefore, I propose that this particular Clause be deleted."
