    "content": "Mr. Temporary Deputy Chairman, Sir, the Minister must accept that KRA has been collecting this levy on behalf of Kenya Sugar Board as an agent. We also know the law of precedent works. If this money goes to the Consolidated Fund, it is a sinking hole and they have to go and beg for it, yet this is sugar-cane growers' money and it is their right to have it. Therefore, they will have no right of access to this money if it is passed like this. I think the law of precedent should apply in this case and the sugar-cane farmers should get their money. Mr. Temporary Deputy Chairman, Sir, on that basis, I oppose this amendment."
