    "content": "Mr. Temporary Deputy Chairman, Sir, I raised an issue that has been left unsolved. There must be a linkage between the amount of Sugar Development Levy collected and the amount of grants going to Kenya Sugar Board through the Ministry of Agriculture. In fact, by the time we end up with it, what is going to happen is that the Government is going to collect this money and it will go to the Consolidated Fund, and the matter ends there. Now, we have to be very careful because then, what will happen is that the Kenya Sugar Board will receive no further money. So, the Minister has the responsibility to make sure he introduces an amendment somehow that closes this gap between collection of the money going to the Consolidated Fund and the money leaving the Consolidated Fund to Kenya Sugar Board through the Ministry of Agriculture. Mr. Temporary Deputy Chairman, Sir, as it is, we have left it hanging, which is dangerous."
