    "content": " Mr. Temporary Deputy Chairman, Sir, Section 19 of the Sugar Act describes the various revenues that can be earned by the Kenya Sugar Board. The first one is the Sugar Development Levy. But we have said the Kenya Sugar Board cannot collect the Sugar Development Levy. So, if you keep it there, it means nothing to me. But what it also means is that it can earn Sugar Development Levy but it has no power to collect. So, for purposes of consistency with the Act, we are saying, if you cannot collect the levy, let it not be part of the sources of income."
