    "content": "Mr. Temporary Deputy Chairman, Sir, if you look at Tariff No.2204.21.00, the new rate of Excise Duty is Kshs54 per litre or 65 per cent. The amendment by Dr. Oburu has moved the tax rate from 65 per cent to 45 per cent. He has left Kshs54 to the same. So, in order for this amendment to have an effect, I am further proposing that the Kshs54 be deleted, so that we are left with only 45 per cent."
