    "content": "Mr. Deputy Speaker, Sir, the reason I asked this Question is because many Kenyans have been lured to enrol for these fake degree programmes. They end up paying a lot of money for these studies. A lot of money has been paid to this institute, which is conning Kenyans that they are offering degree programmes, purportedly, in collaboration with Makerere University. Unfortunately, this is not the case. When did the Ministry of Education discover that the RIBM is offering fake degree programmes? What action has the Ministry taken to solve this issue?"
