    "content": "With regard to the issue of the 10 per cent requirement, the Assistant Minister could not be aware because, probably, at that time he was in school with me. The 10 per cent requirement was introduced long time ago under the Rural Electrification Programme (REP). People were required to pay that deposit and the Government would go ahead to implement the project. There are many schemes in the country where people paid the 10 per cent requirement, but neither a survey was done nor the projects implemented. Why is the Government not considering implementing the projects now that people have complied with the 10 per cent requirement?"
