    "content": "Thank you, Mr. Deputy Speaker, Sir. We have about six divisions, as indicated by the Assistant Minister's reply. Out of those six divisions, only the teachers working in Nyando Division do not get hardship allowance, when it is common knowledge that Nyando Division suffers from flooding every year. Actually, if that is anything to go by, it should be the first one to have qualified for hardship allowance. Could the Assistant Minister tell us the criteria that was used to exclude teachers from Nyando Division from getting hardship allowance while the other teachers get it?"
