I have evidence that the DEBs conducted interviews in Kapsabet and they never changed what the Ministry of Education had done. The DEB sat under the chairmanship of the District Commissioner, with the District Officer as the secretary. We formalised the list and the successful teachers were informed. When the list reached the TSC, the names of eight teachers had been removed from the list. What is the point of advertising and asking people to go for interviews when the TSC is doing their own thing?"
