    "content": "Mr. Temporary Deputy Chairman, Sir, what is provided for in the Bill is secondment of officers, I think from the Ministry to the Commission. We are saying that, that is not something that should be legislated and should not appear in the law because it is an administrative thing. But more importantly, we want the Commission to have full powers to recruit its staff, but in a competitive and transparent process. That is the import of that amendment."
