    "content": " Mr. Temporary Deputy Speaker, Sir, I do not want to engage into an unnecessary exchange. Every time a Bill comes to this House for the First Reading, the Minister seeks your permission to refer it automatically to the appropriate Departmental Committee. All I am saying is that we want to benefit from the industry of the Committee, because the Committee specialises in looking at Bills falling under it. The Committee calls professionals to advise it, and then it brings to the House proper material. When that is not done, it is legitimate for us to complain. With those few remarks, I beg to support."
