    "content": " Mr. Speaker, Sir, I beg the indulgence of the House. I sympathise with the hon. Member because they had agreed with my colleague to defer this Question. This Question has been deferred twice because there was a contradiction between the answer that my colleague, Mrs. Mugo, had given and the one which was given sometime in May this year. I insist that we must resolve this contradiction at the policy level. We should not tackle this Question until that issue is resolved. I had spoken to Mr. Munya regarding this. I, therefore, beg for the extension of time to resolve this issue."
