It is very important to safeguard the independence of the Commission. But, at the same time, it is important to make it obligatory on the part of the Government to support with expertise and any other information that this Commission may require. If you give it independence but deny it the capacity to access expertise in the Government, you will be giving the Government an opportunity to stifle the very independence you are looking for."
