    "content": " Mr. Temporary Deputy Chairman, I think we are basically discussing a Commission that was set up even without a law in place. The Government has already seconded some staff to it. But basically, as we move forward, and since we are putting down the law now, we are saying, as a matter of checks and balances between the Treasury, the Revenue Allocation Commission and all the other organs that will be handling our financial management, that the Commission is given the leeway to recruit its own staff and make its own decisions independently."
