    "content": "Mr. Temporary Deputy Chairman, Sir, basically, the Bill is saying that the Commission may make regulations generally for the better carrying into effect of any provisions of this Act. We are saying “with the approval of the National Assembly”. This is because the regulations make all the difference in operationalizing any Act. So, we want the National Assembly to have the opportunity to interrogate the regulations."
