    "content": "Mr. Deputy Speaker, Sir, HIV/AIDS was declared a national disaster in this country. We have heard the Assistant Minister say that he is depending on donor funds. The prevalence has gone down, because the CACCs in the constituencies have been receiving money. They went round creating awareness among the citizens. However, now, there is no money going to the constituencies. If this is a national disaster, when the Ministry got its allocation from the Minister for Finance, why did it not address the issue? How come he did not fight for the money?"
