(b) The factory was placed under receivership because it was indebted and could not sustain its operations. I have made proposals and I am in discussion with interested parties to put it back into operation. (c) All farmers' arrears for cane delivered amounting to Kshs47 million was cleared on 12th September, 2006, hence I gave it first priority ranking."
