    "content": " Mr. Deputy Speaker, Sir, I beg to reply. (a) During the visit by the Minister for Water and Irrigation to Nyando District on Saturday, 17th January, 2004, the Minister promised to donate 10 motorised pumps to deserving irrigation groups in the district in order to enhance their irrigation production. The pumps were to benefit groups in three constituencies of Nyando District as follows: Nyakach, 4; Nyando, 3; Muhoroni, 3. Groups to benefit have already been identified and they fall into two categories, namely, women and youth groups. Funds to purchase the pumps were not available in the last financial year (2005/2006) and this is what caused the delay. (b) Yes, I am aware of the repercussions that may be brought about by this kind of action. However, measures have been put in place to train the groups in irrigation water management, operation and maintenance of the irrigation pumps, horticultural production and marketing of horticultural crops, awaiting the acquisition and distribution of the promised pump sets. (c) This financial year, 2006/2007, provision for the acquisition of the 10 pumps have been made in the Budget, and immediately the pumps are procured, they will be delivered to the beneficiaries."
