    "content": "Mr. Deputy Speaker, Sir, on the issue of GJLOS, this is a matter of November 1, 206 PARLIAMENTARY DEBATES 3333 fundamental importance and we have to make reference to the Constitution of this country. Section 99(1) of the Constitution is very clear. I seek the indulgence of the Chair on this matter. Mr. Deputy Speaker, Sir, the Section states as follows: \"All revenues or monies which are raised or received for the purpose of this Government shall be paid into and form part of the Consolidated Fund and cannot be spent or withdrawn except as authorised by the Constitution, an Act of Parliament or as appropriated or voted by Parliament.\" The concept of a financial management agency in which the Government borrows money and allows--- Please, allow me to come to the point."
