    "content": "Mr. Temporary Deputy Chairman, Sir, I beg to move:- THAT, Clause 5 of the Bill be amended- (a) in sub-clause (1) by deleting the word “may” appearing after the words “under this Act” and substituting therefor the word “shall”; (b) in paragraph (a) of sub-clause (1) by inserting the words “or an election under Article 138(5) of the Constitution” after the words “general election”; (c) by inserting the following new sub-clause after sub-clause (1)-"
