    "content": "Mr. Speaker, Sir, hon. Members should not get clearance from me. The District Medical Officer of Health and the District Public Health Officer are the officers that every Member of Parliament should liaise with before starting any new facility. At the moment, we have constraint of workers and, therefore, I would advise hon. Members that they can get together as a community and employ one or two workers who will be paid for by the community. As a Ministry, we would like to guarantee that as soon as that is done and we are made aware of it, we shall supply drugs and equipment to that facility."
