    "content": "Mr. Speaker, Sir, first of all, I will make the corrections that the Member of Parliament who is my friend has proposed. Secondly, this year the Ministry of Health got 9 per cent of the total Budget. In order for us to be able to optimally function, we need at least 15 per cent. The 600 facilities that we will open and operationalise are scattered throughout the country. The Ministry has trained enough health workers in this country. The problem has been employing them because we need funds to do that. We have had to go to donors to enable us employ about 3,800 health workers because as a Ministry we do not have enough funds to employ health workers."
