I have heard the shadow Minister for Finance constantly referring to the Governor of the Central Bank of Kenya as a constitutional office holder. Is he in order to mislead the House that the Governor is actually protected by law through the Constitution, whereas we should be referring to the Central Bank of Kenya Act? In fact, the Governor is not a constitutional office holder."
