    "content": "Mr. Speaker, Sir, I have said that this is a very serious problem. We are doing whatever we can to expand university opportunities. We have already allowed some institutions to be constituent colleges. The solution to this problem is to build more institutions. We need resources to do a major master plan for higher education in this country, to ensure that students from disadvantaged social backgrounds do not lose out on university opportunities. There is a problem which we have to deal with as a country."
