    "content": "Mr. Speaker, Sir, in his answer to part \"b\" of the Question, the Assistant Minister attributes the loss of Kshs14 million incurred to high operating costs arising from dilapidated infrastructure. I know that the management, led by the Board's Chairman, has 3194 PARLIAMENTARY DEBATES October 26, 2006 been involved in dubious activities. In fact, the Chairman is involved in a lot of other campaigns, other than ensuring that people get water. He is the one responsible for the losses incurred. Those costs must be attributed to the Board's Chairman. In view of the huge losses incurred by this Board, could the Assistant Minister consider dissolving it, so that a new Board can be put in place to ensure that people get water, and that no money is lost?"
