    "content": "Mr. Speaker, Sir, I must admit that when those rules were developed and approved by the House in 2001, a very large number of us were not here. Maybe, nobody can know how we would have voted at that time. But what are we doing today? We are trying to interpret Article 50 of the Treaty that establishes the East African Community. It is quite true that the Chair does not wish to be a manager or organiser of parties. But I am afraid that Article 50 also reminds this House that besides converting this National Assembly into an electoral college, it also asks it to be sensitive to the parties that comprise it."
