    "content": " On a point of order, Mr. Speaker Sir. Our cardinal duty to this country is to make laws, rules and regulations. What we are discussing today are regulations. If we are not satisfied with them, we could come back to this House and pass other regulations. If there is the East African Legislative Assembly (EALA) petitioning, it can be done in this House. Are we in order to be discussing our irresponsibilities, not having conducted our duties, after having had four years of fighting each other, and not looking at issues that are of concern to this House and this nation? Is it fair that we have to come here and keep you busy for the last one hour, just because we have failed to move amendments on the same regulations?"
