    "content": "Mr. Speaker, Sir, the backlog of cases has developed over the years. In fact, I do not have the statistics here, but I am aware that over the last three years, most land dispute tribunals have really been disposing of cases at a very high rate. I want to admit that I am also aware that the allowances of tribunal members have not been paid on time in some areas. I know that the Ministry of Lands under which they fall is doing something about that. The Government is trying to determine where land tribunals should fall, because they really belong to the justice system."
