    "content": "Mr. Speaker, Sir, I appreciate what the hon. Member has talked about. I also appreciate the fact that 120 kilometres is a long distance but so far, there are only three Government departments in Garba-Tulla representing the Ministries of Health, Education, and the Office of the President. In order for us to take the first step, we have established a sub-district in Garba-Tulla. The next step is for the Office of the President to allow the other Ministry departments to operate from Garba-Tulla and then make the actual request for the Treasury to establish a sub-district treasury there. The hon. Member knows that establishing a district treasury involves a lot of financial matters. Unless there are banking facilities in Garba-Tulla, it might be a problem establishing a treasury there. It might, therefore, be advisable to encourage some of the local banks to open branches in Garba-Tulla, so that when a sub-district treasury becomes feasible, there can be banking facilities."
