"content": " Mr. Speaker, Sir, first, I wish to apologise for the confusion I was subjected to when I tried to answer the Question earlier. I beg to reply. (a) A total of 308 students were awarded overseas scholarships by the Ministry between the year 2003 and 2006 as follows: Doctor of Philosophy, 35 scholarships; Master of Arts, 72 scholarships; and, Bachelor of Arts/Science, 201 scholarships. The total, 308 scholarships. I have a list of the scholarships awarded by country. (b) The criteria used to award the scholarships is merit, area of study, regional balance, gender and, sometimes, affirmative action. (c) We have provided a list of beneficiaries for each of the scholarships awarded to provinces as requested by the hon. Member, which has been tabled, so that hon. Members could go through it and raise any queries on it. Nevertheless, over the last four years, the scholarships were distributed as follows: The Rift Valley Province got 53 scholarships; Eastern Province, 35 scholarships; Western Province, 44 scholarships; Central Province, 54 scholarships; Nairobi Province, 12 scholarships, North Eastern Province, 20 scholarships; the Coast Province, 25 scholarships, and; Nyanza Province, 65 scholarships."
