    "content": "Mr. Speaker, Sir, it is true that we have a good number of students on the Parallel Degree Programme. There are many other students who also take up higher education scholarships overseas on their own. However, there is no programme which has been specifically targeted to the Parallel Degree Programme students. Sometimes we get some bursaries for the students. When we advertise for the scholarships, even those who are on the parallel degree programmes are entitled to apply and would be considered along with the others. This is the best that we can do, especially given the fact that we are dependent on friendly countries. These are not actual Kenya Government scholarships."
