    "content": " Mr. Temporary Deputy Speaker, Sir, I rise to respond to this Motion on behalf of Government. I will also be moving an amendment to the Motion. Thank you for allowing me to move an amendment on this Motion moved by hon. Syongo who was in this docket just before they left Government in December, 2004. I want to hail the Mover of the Motion for the spirit in which he brought into perspective the contribution of the distributive sector which greatly contributes to the GDP of this country and employment, too. On the same note, I would also want to clarify that governments, all over the world, have departments where key functions are clearly defined. The Departments of Internal and External Trade exist in the Ministry of Trade and Industry. Hawking is now being defined under the small and micro-enterprises, and a comprehensive policy is about to be put in place to take care of all the hurdles which the small-scale traders face. This will include finance and availability of markets for all those are involved."
