"content": "On a point of order, Mr. Temporary Deputy Speaker, Sir. This Motion is simply requesting this House to grant leave to introduce a Bill. I have consulted with my colleague, Mr. Abdirahman, and I have accepted, in principle, that if he has any useful ideas, which I am sure he has, after the House has granted leave, at the time of drafting the Bill, we shall take all his concerns on board. In any case, this Bill is going to be a joint effort of Government as well as Parliament, including the Departmental Committee on Finance, Planning and Trade. So, I would like to find out if it is in order for us to proceed with the Motion as it is now."
