    "content": "Mr. Deputy Speaker, Sir, I would like to thank the Minister for that eloquent answer that he has given. He seems to have been very well briefed and I laud that. However, the Minister has dismissed some things so casually, which I think is not professional. He admitted that the Mavoko Municipal Council issued these people with, whether fake or not, allotment papers. Ordinarily, local authorities in this country have power to allocate allotment letters. People actually go ahead to construct buildings after receiving the allotment letters. I have worked in a local authority before, and I know that. The Minister has to clarify whether these people should have acted on the strength of that."
