    "content": "Thank you, Mr. Deputy Speaker, Sir. When the DREs submit any work plans, no one is supposed to make any alterations. This means that if a bridge is swept away, then it has to wait for an allocation in the next financial year. Once that happens, some areas are left totally cut off from the rest. There is a bridge in one of my divisions which was swept away last year, but the DRE could not use the funds which had been allocated to him. Why does the Government not allocate emergency funds to address such simple cases?"
