When I go through and I find it is totally unsatisfactory, I would need the substantive Minister to come and deal with it. In many cases, I seek your indulgence. I understand the frustration of hon. Members but we are in the process of streamlining. This happens only occasionally. So, for my colleague, Mr. Raila, it is not a tired Government. It is a Government that is working."
