    "content": " Mr. Temporary Deputy Chairman, Sir, there is an additional problem that we have to deal with. Article 97 of the Constitution has created 290 seats. The Constitution says in Article 97(2) that:- “Nothing in this Article shall be construed as excluding any person from contesting an election under Clause 1(a)” So you can do everything with any other seat but the 290, you cannot. This is because they are political rights and all that. So you have got to find something else."
