However, it is common knowledge in this House that it is not the responsibility of the Chair to get the Ministers to ask to respond. Again, it is not mandatory. When the Motion is on the Floor, it is the responsibility of the Government side to give notice that they would want to respond. That is actually provided for. However, when you come late, what do you expect the Chair to do? So, once the Mover is already replying, we cannot interrupt him."
