    "content": "Mr. Deputy Speaker, Sir, I think the Assistant Minister is confusing some issues as far as planning is concerned. Re-zoning and plot ratio is a continuous process, especially where land is not available. The question is not whether, authority will be sought from the local authorities. The question is whether the stakeholders, planners and plot owners are involved in the re-zoning or change of raising plot ratio. Could the Assistant Minister tell us whether, according to the Physical Planning Act, he has implemented the provision which provides that in all re-zoning, plot ratios which are to be effected in any planning area are advertised and objections requested from the stakeholders?"
