    "content": "Mr. Speaker, Sir, I beg to ask the Minister of State for Immigration and Registration of Persons the following Question by Private Notice. (a) Is the Minister aware that very many youths do not have national identity cards as a result of which they cannot vote in both parliamentary and presidential elections? (b) Is he further aware that the Electoral Commission of Kenya will be registering voters from 15th August to 15th September, 2006 and that there will be no further voter registration before the next general elections? (c) What urgent action is the Minister taking to ensure that youths who have attained the age of 18 years are not denied their right to vote?"
