    "content": " Mr. Speaker, Sir, I beg to reply. (a) I am aware that many youths are yet to get their identity cards and more are yet to be registered. (b) I am not aware since the issue of registration of voters cards does not fall under my docket. (c) Arrangements have been put in place to ensure that those who apply for identity cards, at the attainment of 18 years, are given the same without delay. The Ministry is currently undertaking an exercise to register all Kenyans who are eligible, to enable them take part in the 2007 General Election."
