He knows very well that in areas like Wajir, even if you register now, you cannot get your identity card within the next five to six months. How do you expect to issue identity cards to people in those areas when there are no films, papers and money for the registration officers to enable the officers to go outside the registration centres and district headquarters and register people? How will those people ever get identity cards?"
