"content": "Thank you very much, Mr. Deputy Speaker, Sir, for giving me an opportunity to contribute to this Motion. I support this Motion because it will give us an opportunity to go back to the rural areas and utilise all the money that we have received through the CDF for which we are very grateful to the Government. I have one concern as I go back to the constituency. I know I will meet a lot of young people who will tell me that they would like to be recruited into the army, police, the Kenya Wildlife Services (KWS) and all the other disciplined forces. Time and time again, when there is an opportunity for recruitment into the armed forces, we are advised to send the young people to a central place in Nyeri called Ruring'u. Quite often, thousands of young people go to the place hoping that they will be recruited, only to come back home empty- handed. Certainly, I can say with confidence that in Tetu, I have never met a young man who tells me that: \"I ran and I was recruited.\" They all tell me: \"I ran, I became the first or second, but they found some fault with me. So, I was not recruited.\" It breaks my heart, nevertheless, to later on read in the newspapers that there are people, especially those in the Government, who happen to send 20, 30 or even 60 young people to be recruited. I ask myself: \"How does that happen?\" Why are we cheated to send these young people to a common place when, in fact, the recruitment is being done behind closed doors? I think that, that is absolute corruption. We must bring accountability and transparency to the recruitment process in this country. I would like to suggest that even if we are going to have ten or 12 people from Nyeri being recruited into the KWS, the army or elsewhere, why can we not in each constituency be given our slots?"
