"content": "Even if it is one person, I would like to be able to tell the Kenya Army to come and recruit one person out of all these young people from Tetu. However, it is very unfair for us to be unable to send these young people to the armed forces while people in the Government are sending people through the back door. We saw this when we were recruiting people for the KWS. I can say that I had one person who had been given a card to go to Manyani KWS Training College. Eventually, 800 young people instead of the 400 landed in Manyani. When it was decided that some of the students should go back - I think they sent back 400 - my person from Tetu, the only one who was there, was one of those who returned yet I learned later that some people had taken 30, 60 even 100 young people. This is completely unacceptable! To me, this is corruption of the highest order. This was done by people who were in the Government, and is completely unacceptable. We must observe transparency during our recruitment exercises. We cannot talk about good governance when we do not practice it even in the most remote places. If there is any recruitment, we should let each Member of Parliament be allocated a specific number of recruits. Then hon. Members should be the ones to decide who from his youth will be recruited. The army may come and recruit in my constituency, but they should observe fairness. The youth should not be made to run and then be unfairly left out. I also want to say that it is very important for Members of Parliament to consider protection of our forests. This afternoon I met some people who had come all the way from the Rift Valley and Mount Kenya areas to inform me that forests were constantly being harvested illegally. I hope that, when Members of Parliament go back to their constituencies, they will find out 2612 PARLIAMENTARY DEBATES August 3, 2006 what is happening to forests. I am talking about Mount Kenya, and not about the Aberdares, from which people have moved away. With those few remarks, I beg to support."
