"content": "Yes, NARC(K), Mr. Deputy Speaker, Sir. The confusion is on those lines. Initially, the pledges that were made to Kenyans were made by a party called NARC. So, the contract between Kenyans and the ruling party is that of NARC. It is totally confusing because 2630 PARLIAMENTARY DEBATES August 3, 2006 Kenyans will be asking NARC to fulfil the pledges that they made to them. However, the President has endorsed another party and so we are totally confused. The Ministers are campaigning for a party that did not sponsor them to this House. It is confusing! We would like leadership and we expect the President to stick to the original NARC so that Kenyans can hold him accountable. If it has failed, they should come out clearly and tell us that it has failed. When they do that, they have to go back to the people who gave them the mandate and admit to them that they failed in the NARC. However, they should not hoodwink Kenyans midway by running away from their responsibilities and forming another party. We, therefore, expect that Kenyans will be clever enough to know exactly who will be held accountable for all the pledges that this Government had made to them. I hope that they will not be hoodwinked into thinking that the party which is supposed to provide services is NARC(K), but it is NARC. The failures of NARC will automatically be blamed on the hon. Members on the Front Bench and the entire Government. Kenyans need a direction, and right now, this country does not have any direction."
