    "content": "Mr. Deputy Speaker, Sir, I thank the Minister for that comprehensive reply. Those institutions were put up by members of public who used a lot of their resources. So, when they collapse, it is the public that is losing a lot of money. In the process, the country is also losing trained personnel which could provide self-employment, thus reducing unemployment in this country. I would like to ask the Minister: Since it is the public who put up those facilities, could the Ministry employ and pay qualified managers to manage those institutions?"
