    "content": "Mr. Deputy Speaker, Sir, since this is a new Ministry we need a policy on village polytechnics. Right now, we, in partnership with the United Nations Development Programme (UNDP), are developing a national policy on the curriculum, qualification of the staff to be employed, the current situation and the way forward. Mr. Deputy Speaker, Sir, we are at an advanced level of establishing, at least, one village polytechnic in every constituency. Then, we may move on to the general ones which are community-based. But as of now, there is no policy governing how village polytechnics are managed. So, we are actually at the policy level now."
