    "content": "Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me a chance to contribute to this Motion. This is a very appropriate Motion and I hope the Government will take note. This Motion needs to put together the Ministry of Water and Irrigation, the Ministry of Agriculture, the Ministry of Environment and Natural Resources, the Ministry of Livestock and Fisheries Development to have their act together. Forty years after Independence, we are still talking about farming. My suggestion here is that the country should be zoned according to climatic conditions so that we do not have too much water in one place and too little water in another place. This is what is causing floods in Budalangi and drought in ASAL areas. We need to create dams so that the water in the lake region can be used for irrigation to produce rice, wheat, maize, cotton and other crops. The National Water Pipeline Corporation should also go to the ASAL areas so that there is irrigation to produce fodder and other crops for the ASAL areas. We need to look into afforestation to confirm the water sources. With those few remarks, I support."
