"content": "Mr. Speaker, Sir, there are many reasons for the delay, ranging from the delays in forwarding the names from the schools and so on. I have indicated that the real problem has got to do with the fact that it is only the Minister who is empowered by the law to appoint the BOGs. But we are reviewing our laws to ensure that there is some kind of delegation so that it is 2468 PARLIAMENTARY DEBATES August 1, 2006 not only the Minister who has to sign. I appreciate that it has been a big problem and many Members have complained. But we are trying to review the situation to ensure that we quicken the pace, and that we register all Boards within 21 days of their nomination."
